Chapter XIV – Policy <strong>State</strong>ment/RecommendationsPOLICY STATEMENT NO. 6: PARTNERSHIPSTo foster the maintenance, preservation, and improvement of the <strong>State</strong>freight rail system, its planning and development must be undertaken as anongoing partnership between the <strong>State</strong> and other levels of government, andthe freight railroads with other private sec<strong>to</strong>r interests. This partnershipshould seek <strong>to</strong> maximize mutual benefit, including public mobility, safety, andenvironmental objectives, and private sec<strong>to</strong>r business opportunities andreturn on investment.The close cooperation between <strong>California</strong>’s railroads and the public sec<strong>to</strong>r,fostered by the development of the Strategic Growth <strong>Plan</strong>, Proposition 1B and itsTrade Corridor Improvement Fund, and the development of the BTH/CalEPAGoods Movement Action <strong>Plan</strong>, in developing the <strong>State</strong> rail system is a significantdeparture from past practices. This requires a strong, significant partnership bebuilt and maintained on these issues among the parties. How the projects fundedunder the TCIF will be administratively handled is also a concern. The question isthen essentially, how does such a partnership be developed?Fortunately, there are programs in several other states that <strong>California</strong>’s programcan be modeled after. The Pennsylvania Department of Transportation(PennDOT) <strong>Rail</strong> Freight Assistance Program (RFAP) provides financial assistancefor investment in rail freight infrastructure. The intent of the Program is <strong>to</strong>(1) preserve essential rail freight service where economically feasible, and(2) preserve or stimulate economic development through the generation of new orexpanded rail freight service.The PennDOT Bureau of <strong>Rail</strong> Freight is charged with the administration of moniesallocated through the RFAP. Financial assistance is available on a matching grantbasis <strong>to</strong> railroad companies, transportation organizations, municipalities,municipal authorities and users of rail freight infrastructure. The process andorganization of this program might be something that could be used as a templatein <strong>California</strong>.211
