<strong>2007</strong>-<strong>08</strong> – <strong>2017</strong>-<strong>18</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>reduced; the Alameda Corridor Transportation Authority reported that sinceopening in 2002 and 2005 both Nitrous Oxide (NOx) and diesel particulate matter(DPM) were noticeably reduced, and that in 2005 <strong>to</strong>tal emissions were lowered bymore than 1,400 <strong>to</strong>ns. These emissions reductions are critical <strong>to</strong> improving the airquality and health outcomes for communities adjacent <strong>to</strong> the Alameda Corridor.THE STRATEGIC GROWTH PLANTo address the funding needs required <strong>to</strong> reach its goals the Strategic Growth <strong>Plan</strong>(SGP) calls for an infrastructure improvement program <strong>to</strong> strengthen the state’stransportation system, education, housing and waterways. The transportationelement of the program calls for $107 billion <strong>to</strong> improve mobility and accessibilityfor people and goods. In November 2006 the voters approved Proposition 1Bwhich provides the framework for this funding. The all-embracing vision for theSGP provides a springboard for the “3-E’s” discussed in the SGP. They are:• Prosperous Economy• Quality Environment• Social Equity.In conjunction with the SGP, the <strong>California</strong> Department of Transportation hasproduced the <strong>California</strong> Transportation <strong>Plan</strong> 2025 (CTP), a document whichdiscusses trends and challenges in movement, and serves as a blueprint forcarrying out the goals of the SGP and meeting the <strong>State</strong>’s future transportationneeds.The vision of the SGP is carried over <strong>to</strong> the Department’s plan. To implement the“3-E’ vision, the CTP lists a number of goals. These goals include:• Improvement of Mobility and Accessibility• Preservation of the Transportation System• Support of the Economy, Enhancement of Public Safety and Security• Reflection of Community Values• Enhancement of the EnvironmentAs an outgrowth of the <strong>Plan</strong>, a number of policies have been developed whichdirectly impact freight railroads in the <strong>State</strong>. They include:• Increase system capacity• Preserve and maintain the system• Enhance goods movement• Support research <strong>to</strong> advance mobility and accessibility• Manage and operate an efficient intermodal system• Provide additional and flexible funding• Expand collaboration in planning and decision-making206
