<strong>2007</strong>-<strong>08</strong> – <strong>2017</strong>-<strong>18</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>integration of energy and GHG emission reduction measures in<strong>to</strong> planning, projectdevelopment, operations, and maintenance of transportation facilities, fleets,buildings and equipment.Activities which most strongly pertain <strong>to</strong> the Department strategy are includedthroughout this document. Two recent examples of these activities are theimprovement in equipment efficiency of state owned rail equipment and land useapplications at or near rail stations, both of which are subsequently described inmore detail in this chapter.CALIFORNIA TRANSPORTATION PLANAs a complement <strong>to</strong> the SGP, the Department produced the “<strong>California</strong>Transportation <strong>Plan</strong> 2025” (CTP) which offers a blueprint for meeting the <strong>State</strong>’sfuture mobility needs. It envisions a balanced transportation system that promotessustainability, illustrates the overall vision of the SGP, and incorporates the“Three E’s” of Quality of Life. These include; Prosperous Economy, QualityEnvironment, and Social Equity. To realize the vision a number of goals arepromulgated. Among them are goals <strong>to</strong> improve mobility and accessibility,support the economy, enhance public safety and security, and improve theenvironment. The attainment of these goals will have a salutary effect on thestate’s transportation system and the realization of the 3E vision.THE DEPARTMENT’S MISSION & VISION AND STRATEGICGOALSThe Department’s Mission & Vision is: Caltrans improves mobility across<strong>California</strong>.To realize this Mission & Vision the Department has five Strategic Goals:• Safety – Provide the safest transportation system in the nation for users andworkers• Mobility – Maximize transportation system performance and accessibility• Delivery – Efficiently deliver quality transportation projects and service• Stewardship – Preserve and enhance <strong>California</strong>’s resources and assets• Service – Promote quality service through an excellent workforce8
