<strong>2007</strong>-<strong>08</strong> – <strong>2017</strong>-<strong>18</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>Track Upgrade - $0.7 millionThis project includes upgrade of the diamond at Lyoth and replacement of theswitch at Hunter Street.Capital Spares/Upgrades for Passenger Cars and Locomotives - $0.9 millionThis project includes new seat cushions for the original eight passenger cars, twonew air conditioning units and the overhaul of <strong>18</strong> more units, locomotive andpassenger car wheels, and two locomotive traction mo<strong>to</strong>rs.PROPOSED SERVICE EXTENSIONSThe SJRRC is completing a study on potential extensions and new services in theCentral Valley. The final report is expected <strong>to</strong> go before the SJRRC Board inFall <strong>2007</strong> for approval. The study is reviewing extensions <strong>to</strong> the ACE service,which include Merced <strong>to</strong> Sacramen<strong>to</strong> commuter service, commuter service <strong>to</strong> theEast Bay from S<strong>to</strong>ck<strong>to</strong>n <strong>to</strong> Oakland, the Westside line from Los Banos <strong>to</strong> Tracy,and coordination with BART in the Livermore/Amador area.PROPOSED COMMUTER RAIL SERVICESThree potential new commuter rail services are being proposed. They arediscussed below.VENTURA AND SANTA BARBARA COMMUTER RAIL SERVICEThere is interest in expanding commuter rail service in Ventura and Santa BarbaraCounties. Currently, Metrolink operates the Ventura County line betweenLos Angeles and Montalvo and the Pacific Surfliner operates five daily roundtripsfrom Los Angeles <strong>to</strong> Goleta, with two trips continuing <strong>to</strong> San Luis Obispo.Thus, commuter and intercity rail service now serves Ventura County and intercityrail service serves Santa Barbara County.“101 in Motion” and the LOSSAN North Strategic <strong>Plan</strong> are two recent studies ofcommuter transportation patterns in Ventura and Santa Barbara Counties.In addition, Southern <strong>California</strong> Association of Governments (SCAG) has initiateda study that will look at alternatives including additional Amtrak intercity railservice and commuter rail service utilizing existing equipment types or DMUtechnology. For each alternative, the study will develop an operational analysisincluding: service scenarios, equipment needs, as well as estimates for ridership,revenues, operating and maintenance costs, and operating deficit.SONOMA MARIN-AREA RAIL TRANSITThe purpose of the Sonoma Marin Area <strong>Rail</strong> Transit District (SMART) is <strong>to</strong>provide passenger rail passenger service <strong>to</strong> Sonoma and Marin County residentsalong the Northwestern Pacific (NWP) rail corridor. The NWP generally parallelsHighway 101 and is located in Sonoma and Marin counties, north ofSan Francisco. AB 2224 (2002) authorized the creation of the SMART <strong>Rail</strong>162
