ROSE ALLAN TUCKER SCHOLARSHIP<br />

G.P.A. Required: 2.5 or higher<br />

Established in 1998 by Rose Tucker, former LCCC Trustee and <strong>Luzerne</strong> <strong>County</strong><br />

Commissioner. Applicant must be a single parent who has primary custodial and<br />

financial responsibility and is the head of household.<br />

VETERANS’ BENEFITS<br />

<strong>Luzerne</strong> <strong>County</strong> <strong>Community</strong> College is approved for the education and training<br />

of veterans of the Armed Services.<br />

FIRST-TIME VETERANS. Veterans enrolling at <strong>Luzerne</strong> <strong>County</strong> <strong>Community</strong><br />

College for the first time should:<br />

1. Contact the Office of Veterans Affairs, Building 5, Room 508, for VA Forms<br />

22-1990, Application for Education Benefits. This is used by the VA to establish<br />

eligibility and authorize payment of educational benefits while the<br />

veteran is attending the college.<br />

2. Chapter 30 and Chapter 32 veterans must submit the VA Form 22-1990 along<br />

with a certified copy of their DD-214 (form 4) to the Veterans Affairs Office at<br />

least six to eight weeks prior to college registration.<br />

3. Chapter 1606 (Selected Reserves) veterans must submit the VA Form 22-1990,<br />

along with the NOBE (DD-2384 Notice of Basic Eligibility), which is obtained<br />

from his/her National Guard or Reserve Unit.<br />

4. Veterans transferring from another institution should request that each institution<br />

from which they have received credits send a copy of the veteran’s<br />

official transcript to this college. They will also need to fill out a VA Form<br />

22-1995, Change of Program or Place of Training. Also, they need to provide<br />

the Veteran’s representative with verification of what credits will transfer<br />

to their program of study from a counselor from LCCC.<br />

5. First time dependents should contact the VA Regional Office at 1-888-442-<br />

4551 or e-mail buffrop@vba.va.gov for forms and assistance in determining<br />

eligibility for benefits.<br />

6. In order to be eligible for the full monthly allowance from the government,<br />

a veteran must be enrolled for twelve or more semester-hours. Those enrolled<br />

for fewer than twelve (12) semester-hours will be eligible for partial<br />

compensation.<br />

7. A VA Form 22-1999 (Enrollment Certification) must be filled out for each semester<br />

the veteran plans to attend. The Veteran must inform the VA Office (Building<br />

5, Room 508) of the number of credits which he/she is attempting each<br />

semester. This should be done after the student has registered. Once the veteran<br />

is registered, they need to provide the Veteran’s representative with a copy<br />

of their new schedule and proof of payment at the beginning of every semester.<br />

8. A listing of current educational veterans benefits is available in the Veterans<br />

Affairs Office.<br />

If a veteran applies directly to the VA or online for any of the above benefits, please<br />

provide the Veteran’s representative with a copy of the application.<br />

CHANGING OF ENTITLEMENT<br />

It is the responsibility of the veteran to notify the Veterans Affairs Office of<br />

all changes in number of semester-hours carried, of curriculum changes, or of<br />

termination of student status.<br />

Veterans who are enrolled as full-time students and who meet certain financial<br />

need criteria are eligible for Pennsylvania Higher Education Assistance Agency<br />

(PHEAA) scholarships and loans and the Federal Work-Study Program.<br />
