damaged structure.<br />

IV. Use of Facilities<br />

When the disaster struck at Three-Mile Island, the College entered into an agreement<br />

with the American Red Cross. It was agreed that the College facilities could<br />

be used on a limited basis for housing, treating, and feeding those affected by the<br />

disaster. It may also be used as a staging area.<br />

This plan will be reviewed and updated as needed.<br />

V. Reporting and Assistance<br />

In the event of a major disaster at the College, the Associate Dean of Finance<br />

will report the occurrence to the Department of Education, Commonwealth of<br />

Pennsylvania.<br />

The report will include the following information:<br />

1. extent of personal injury and death<br />

2. number of buildings damaged<br />

3. extent of damage to each building<br />

4. estimated cost to repair or replace each building<br />

5. extent of damage to personal property<br />

6. estimated cost to repair or replace personal property<br />

7. estimated cost of repair of other real estate<br />

8. any other pertinent information required by the Department of Education<br />

Federal assistance may be available after a disaster. The determination that federal<br />

assistance is required must be substantiated with facts concerning estimated<br />

damages. It will be the responsibility of the Director of Physical Plant Services to<br />

submit a comprehensive report of all damage to the Associate Dean of Finance.<br />

VI. Fire Alarms<br />

All students, faculty members, administrators and classified personnel must<br />

consider the ringing of the fire alarm as a bona fide emergency signal and react<br />

accordingly.<br />

Upon the sounding of the fire alarm all rooms and buildings will be vacated in<br />

an orderly fashion and as rapidly as possible.<br />

(1) Orderly but rapid movement of people is imperative.<br />

(2) Avoid panic.<br />

(3) Go by the most direct route to the nearest parking lot.<br />

(4) Use the nearest exit.<br />

After the emergency is over or the drill is completed, an administrator will give<br />

the signal to return to class. If it is not possible to occupy the building, notification<br />

of the action to follow will be given by an administrator or by security.<br />

VII. Nuclear Emergency<br />

There are four stages of emergency classifications at a nuclear power plant.<br />

(1) Unusual Event. A minor problem has occurred at the power plant; no release<br />

of radioactivity is expected.<br />

(2) Alert. A minor problem has occurred that is not expected to affect power<br />

plant safety.<br />

(3) Site area emergency. A more serious problem has occurred. It may<br />

affect major plant safety systems, but any release of radioactivity is not expected<br />

to exceed federal limits beyond power plant property. (At this point<br />

the college would begin dismissing students.)<br />

(4) General emergency. A problem has occurred involving serious damage at<br />

the power plant and the release of radioactivity beyond the power plant<br />
