that we have entered into another Kony war, I mean Boo Kec<br />

Conflicts after the guns fall silent<br />

The Juba Peace Talks brought relative peace to northern Uganda. But even though<br />

the guns went silent, different kinds of conflict related to the war that had been<br />

raging since 1986, have flared up. These include conflicts with wildlife and intercommunity<br />

conflicts related to trauma, disempowerment, poverty and land.<br />

69. Wildlife attacks on communities in Nwoya District, Northern<br />

Uganda (2006 - present)<br />

Participants revealed that attacks by wildlife have been a major cause of instability<br />

and food insecurity in communities surrounding national game parks and reserves<br />

throughout the country. However, the Government has not been taking tough measures<br />

to prevent wild animals from straying and destroying plantations.<br />

In Nwoya District, wild elephants have come from Murchison Falls National Park and<br />

destroyed the households and crops of former Internally Displaced Persons (IDPs), who<br />

began returning to their ancestral land in 2006. 343 This has caused a mass outcry by<br />

the local population, who accuse their district leaders and the Government’s wildlife<br />

authorities of failing to address these problems. Consequently, the villagers have<br />
