Though the UPF/A initially received popular support<br />

from the Teso population, this dwindled in later<br />

years as the UPF/A was accused of deviating<br />

from their original cause, adopting policies of<br />

terrorism that targeted local populations. 401<br />

After tireless efforts by elders as well as<br />

the religious and cultural leaders of the<br />

Teso sub-region, a peace commission<br />

called the Presidential Commission for<br />

Teso was established in September<br />

1990. This Commission was set up to<br />

mediate peace between the rebels, the<br />

government and members of the local<br />

population who were being brutally<br />

victimised. 402 This initiative, combined<br />

with other strategies, such as a presidential<br />

pardon for demobilized rebel fighters who<br />

denounced the rebellion, paved the way<br />

for an end to the conflict in 1992. 403 Many<br />

participants referred to the lack of reconciliation<br />

with former UPA fighters who received presidential<br />

pardon from the Government and now live amongst the<br />
