Possible Pitfalls<br />

In addition to the expected benefits of a memorialisation process, participants also raised<br />

concerns about the possible negative effects of such measures. Participants in several<br />

districts mentioned that revisiting past injustices and atrocities could inspire hatred<br />

and incite people to commit violent acts of revenge. 772 Others referenced examples of<br />

negative experiences with memorialisation, such as exhuming mass graves, talking badly<br />

about the dead, and poor maintenance of certain shrines. 773 Three districts cited the<br />
