EASTERN CONFLICTS<br />

In the Shana’s quest for justice, they have taken the majority Bagisu leadership to court<br />

over their decision to forego consultation of the Shana in naming the Town Council.<br />

To date, the Town Council is still not functioning due to the lack of leadership and<br />

administrative structure since the Shana boycotted the 2011 election.<br />

The on-going conflict between the two communities has had a detrimental impact on<br />

peace and development in the district, and many key figures within these communities<br />

refuse to negotiate on the issues at hand.<br />

POST-1986 CONFLICTS IN EASTERN <strong>UGANDA</strong><br />

As in northern Uganda, the regime change that brought the NRA/M to power also<br />

introduced a period of insecurity, conflict, insurgency, and violence to the people<br />

in eastern Uganda. Violence could be ascribed to insurgency groups with origins<br />

in the region, spill-over effects from groups with origins in northern Uganda, as<br />

well as to Government counter-insurgency operations.<br />

82. NRA military takeover, and its impact on Eastern Uganda (1986<br />

onwards)<br />

Historically, regime changes in Uganda have been undemocratic and characterised<br />

by violence and use of the military. This also holds true for Yoweri Kaguta Museveni’s<br />

takeover of power. Tito Okello Lutwa opted for peace talks that took place in Nairobi and<br />

subsequently entered into a peace agreement with Museveni. The NRA leader ignored<br />
