As a result of a corrupt system, participants felt, state actors who have committed
offenses have not been prosecuted. 616 Participants said that Government officials who
are shielded by the President for political reasons turn prosecutions into “a mechanism
for [targeting] the poor and chicken thieves.” 617 Such failures in the justice system have
contributed to acts of mob justice, fear in the community, and unwillingness to provide
information as witnesses in court processes. 618
