(2) For the purposes of this section a member of the Commission shall discharge the<br />

functions of his or her office impartially and independently in good faith without fear,<br />

favour, bias or prejudice.<br />

9. Quorum of the commission.<br />

(1) The quorum of the commission is seven commissioners for meetings and nine<br />

commissioners for hearings.<br />

(2) The quorum of a committee of the Commission is three commissioners.<br />

10. Procedure of the Commission.<br />

(1) Subject to this Act, the Commission shall regulate its own procedure.<br />

(2) The Commission shall observe the rules of natural justice.<br />

PART III- FUNCTIONS OF THE NATIONAL TRUTH AND RECONCILIATION COMMISSION<br />

11. Functions of the commission<br />

(1) The functions of the Commission are -<br />

(a) to facilitate, initiate and coordinate, inquiries into –<br />

(i) gross violations or abuses of human rights, including violations which were part<br />

of a systematic pattern of abuse;<br />

(ii) the nature, causes and extent of gross violations or abuses of human rights,<br />

including circumstances, factors, context, motives and perspectives which led to the<br />

violations or abuses;<br />

(iii) the identity of all persons, authorities, institutions and organisations involved in<br />

gross violations or abuses of human rights;<br />

(b) to collect information and receive evidence from any person, including persons<br />

claiming to be victims of gross human rights violations or the representatives of the<br />

victims, their fate or location and the nature and extent of the harm suffered by the<br />

victims;<br />

(c) to provide a platform for victims, perpetrators and the community to give an<br />

account of the gross violations and abuses of human rights;<br />

(d) to promote and encourage the preservation of the memory of the events<br />

through memorials, archives, renaming of roads, among others;<br />

(e) to promote reconciliation between the victims and the perpetrators and<br />

the reintegration of perpetrators into the community through the establishment and<br />

disclosure of the truth;<br />

(f) to come up with reconciliation initiatives and encourage inter-communal<br />

reconciliation in collaboration with the relevant institutions;<br />

(g) to recommend to the Amnesty Commission to grant amnesty to perpetrators<br />

of gross violations or abuses of human rights arising out of war or rebellion against the<br />

Republic of Uganda;<br />

(h) to grant amnesty to perpetrators under this Act who are not eligible for<br />

amnesty under the Amnesty Act;<br />

(i) to establish procedures and arrangements for the participation of victims in the<br />

reconciliation process and design mechanisms for the protection of witnesses appearing<br />

before the Commission;<br />

(j) to prepare a comprehensive report which sets out its activities and findings,<br />
