After the overthrow of the Obote II Government by Tito Okello Lutwa and Bazilio Okello<br />

Olara, Kayira joined as the military council while Okello was the Head of State. By the<br />

time Museveni’s NRA toppled Okello´s Government in 1986, Kayiira was in charge of<br />

areas of Ggaba, Konge, Muyenga, Makindye and other parts of Kampala. When Museveni<br />

overthrew the Government of Okello, Kayira joined forces with the NRA and was appointed<br />

as Minister of Energy. Despite Kayira’s integration into the NRA and his subsequent<br />

appointment as Minister, it seems the NRA Government mistrusted him, resulting in<br />

his eventual arrest in October 1986. He was accused of treason for allegedly plotting<br />

to overthrow the Government of President Museveni, though he was acquitted and<br />

released by court on February 24, 1987. 488 On 9 March 1987, Kayira was assassinated by<br />

unknown gunmen. After his death,<br />

his followers disintegrated.<br />

Some went into exile, others<br />

were integrated into NRA,<br />

while others deserted. 489<br />

120. Vumbula (1981 -<br />

1986)<br />

Around 1981, Rtd. Major<br />

Kakoza Mutale formed and led<br />

a rebel group called Vumbula.<br />

Participants from Nakasongola<br />

district claim that Vumbula<br />

was based in Nakaseke district.<br />

Kakoza’s rebel group operated<br />

in the Luwero triangle areas,<br />

fighting to overthrow the<br />

second Government of Apollo<br />

Milton Obote.<br />

Participants indicated that<br />

Vumbula’s operations<br />

in central Uganda were<br />

characterised by massive<br />

displacement of people from<br />

Nakaseke and other nearby<br />

communities, especially<br />

in Nakitoma sub-county. 490<br />
