(4) The Commission shall publish a summary or simplified version of the final report of<br />

not more than 300 pages.<br />

(5) The final report shall be published in the Gazette and other media and shall be<br />

translated in the local languages.<br />

42. Implementation.<br />

(1) The President shall within three months after receiving the final report of the<br />

Commission, with the approval of Parliament, establish a framework to implement the<br />

report of the Commission.<br />

(2) The framework shall specify the ministry, agency or institution to implement the<br />

specific recommendations of the report and shall specify the time within which the<br />

recommendations shall be implemented.<br />

(3) In the performance of its functions, the institution established under this section<br />

shall be supervised and answerable to Parliament.<br />

43. Appeals<br />

A person aggrieved by a decision of the Commission or a committee of the Commission<br />

may appeal to the High Court.<br />

44. Protection of members and officers of the Commission<br />

A member or an officer of the Commission or a person acting on the directions of the<br />

Commission or of an officer of the Commission is not personally liable for any act or<br />

omission done or omitted to be done in good faith in the exercise of the functions under<br />

this Act.<br />

45. Offences<br />

(1) A person shall not hinder, obstruct, molest or interfere with or intimidate a person —<br />

(a) participating in a hearing, inquiry, examination, investigation or other<br />

proceedings under this Act;<br />

(b) giving evidence or information to the Commission or a committee of the<br />

commission;<br />

(b) executing a warrant issued under this Act or implementing a decision or order<br />

of the Commission.<br />

(2) A person, who contravenes subsection (1), commits an offence and is liable, on<br />

conviction, to a fine not exceeding ninety six currency points or imprisonment not<br />

exceeding forty eight months, or both.<br />

46. Existing laws.<br />

Any law in existence at the coming into force of this Act relating to facilitating or<br />

promoting national peace, unity and reconciliation shall have effect subject to the<br />

necessary modifications in order to give effect to this Act.<br />

47. Regulations<br />

(1) The Minister may, by statutory instrument, on the recommendation of the<br />

Commission, make regulations to give effect to this Act.<br />
