centralised state, essentially giving greater autonomy to the Buganda Kingdom.<br />

During the 1993 Constitutional Review consultations, 67 per cent of Ugandans<br />

supported Federo. Ninety nine per cent of the people of Buganda, supported<br />

Federo. However, the Government of Uganda failed to include Federo in the 1995<br />

Constitution, inspiring resentment among participants in Luwero. Participants<br />

emphasised that the failure to meet this demand undermines peace and causes conflict.<br />

116. The Uganda National Democratic Alliance (1994-1995)<br />

Major Herbert Kikomeko Itongwa was a rebel during<br />

the Bush War, fighting for the NRA. From 1994 to<br />

1995, he turned against the NRM Government,<br />

leading the Uganda National Democratic<br />

Alliance insurgent group that mainly<br />

operated around Buganda, especially<br />

in the Mukono, Luwero and Wakiso<br />

districts. The insurgency’s reported<br />

agenda was the restoration of federal<br />

status to Buganda Kingdom as<br />

demanded during the Constituent<br />

Assembly debates in 1994 that<br />

gave rise to a new Constitution in<br />

1995. The insurgents have since<br />

disappeared from public view. 478<br />

Itongwa went into exile in Europe,<br />

and died in Germany on April 19,<br />

117. Uganda Federal<br />

Democratic Alliance (1997 –<br />

present)<br />

The Uganda Federal Democratic<br />

Alliance (UFDA), led by Duncan Kafero,<br />

launched a struggle to oust President<br />

Museveni from power, alleging that the<br />

National Resistance Movement (NRM) rigged<br />

the 1996 elections. Additionally, this group<br />

sought the restoration of federal status to Buganda<br />

and other regions as demanded during the Constituent<br />

Assembly debates prior to the promulgation of the 1995 Constitution that did not<br />
