Commission, the Inter Religious Council of Uganda and the Council of Older Persons shall<br />

each nominate two candidates within thirty days from the date of the public notice.<br />

(4) The notice and invitation under paragraphs (1) and (2) shall specify the particulars of<br />

the person that should be sent to the Commission.<br />

(5) The Committee shall publish the names of the persons nominated under paragraphs<br />

(1), (2) and (3) and shall invite the public to make comments about their suitability as<br />

members of the Commission within thirty days.<br />

(6) The Selection Committee shall group the persons nominated into the categories<br />

specified under section 5.<br />

(7) After considering the comments in paragraph (5), the Selection Committee shall<br />

within fifteen days recommend to the President one person to represent each of the<br />

institutions specified in section 5 and paragraph (3) of this Schedule.<br />

(8) For the purposes of carrying out its responsibility, the Selection Committee may<br />

before inviting nominations under this Act, conduct a nationwide sensitization process<br />

across all regions of Uganda to inform the public about the functions and purposes of<br />

the Commission.<br />

(9) The public may also nominate candidates during the nationwide sensitisation and the<br />

selection committee shall consider the persons nominated.<br />

Section 28<br />

GUIDING PRINCIPLES IN CONDUCTING HEARINGS BY THE COMMISSION.<br />

(1) When dealing with alleged victims and perpetrators, the Commission or a committee<br />

of the Commission shall be guided by the following principles:<br />

(a) All alleged victims and perpetrators shall be treated with compassion and<br />

respect for their dignity;<br />

(b) All alleged victims and perpetrators shall be treated equally, without regard to<br />

race, ethnicity, religion, language, sexuality, gender, social group, ability, nationality or<br />

age;<br />

(c) Procedures dealing with alleged victims and perpetrators shall be expeditious<br />

and fair.<br />

(d) Appropriate measures shall be taken to minimise inconvenience to alleged<br />

victims, perpetrators and witnesses and, when necessary, to protect their privacy and<br />

safety and that of their families.<br />

(e) The commission shall take sufficient measures to allow victims to communicate<br />

in the language of their choice and where necessary, an interpreter will be provided by<br />

the commission.<br />

(2) The Commission may apply the United Nations Basic Principles and Guidelines on the<br />

Right to a Remedy and Reparation for Victims of Gross Violations of International Human<br />

Rights Law and Serious Violations of International Humanitarian Law of 2006.<br />
