commissioners, one of whom shall be a woman.<br />

(2) The Commission may co-opt any person with expert knowledge in reparations to<br />

attend and take part in the proceedings of the committee.<br />

(3) The reparations committee is responsible for matters relating to the reparation of<br />

victims under this Act.<br />

General provisions relating to hearings and proceedings<br />

28. Public hearings<br />

(1) Subject to article 28 of the Constitution and this Act, hearings before the Commission<br />

shall be open to the public.<br />

(2) The Commission may at the request of a party, direct that the hearing shall be closed<br />

to the public.<br />

(3) The Commission shall be guided by the principles in Schedule 4 when conducting<br />

hearings.<br />

29. Appearance before the Commission<br />

(1) A person required to appear before the Commission or a committee of the Commission<br />

shall appear in person.<br />

(2) A person appearing before the Commission may be represented by an advocate.<br />

(3) Where a person cannot afford legal representation, that person shall be provided<br />

with legal representation at the expense of the State.<br />

30. Immunity of witnesses<br />

(1) A person appearing before the Commission has the immunity and privileges of a<br />

witness before a court.<br />

(2) Without prejudice to subsection (1), the Commission may grant immunity to a<br />

witness from subsequent criminal prosecution in respect of the evidence given to the<br />

Commission where the commission is satisfied that the witness has made full disclosure.<br />

31. Witness protection<br />

The Commission may in consultation with the Uganda Police Force, take sufficient<br />

witness protection measures during public proceedings in cases where the physical or<br />

mental security of alleged perpetrators, victims, or witnesses is at risk.<br />

PART VI – FINANCIAL PROVISIONS<br />

32. Funds of the commission.<br />

The funds of the Commission shall consist of —<br />

(a) money appropriated by Parliament for the purposes of the Commission;<br />

(b) loans, grants, donations and gifts from sources within and outside<br />

Uganda.<br />

33. Commission expenditure to be charged on the Consolidated Fund.<br />

All the administrative expenses of the Commission including salaries and allowances<br />

shall be charged and paid out of the Consolidated Fund.<br />
