15. Executive Secretary<br />

(1) The Executive Secretary shall be appointed by the Minister on the recommendation<br />

of the Commission on terms and conditions determined by the Commission.<br />

(2) A person shall not be appointed Executive Secretary unless that person has<br />

considerable knowledge and experience in transitional justice, law, conflict resolution<br />

or human rights.<br />

(3) A person shall cease to hold the office of Executive Secretary if that person –<br />

(a) resigns<br />

(b) is declared insolvent;<br />

(c) is convicted of a criminal offence in respect of which a penalty of<br />

imprisonment of six months or more is imposed without the option of a fine;<br />

(a) is removed from office by the Minister on the recommendation of the<br />

Commission for -<br />

(i) continuously and persistently being unable to discharge the functions of the<br />

office of Executive Secretary;<br />

(ii) failing to disclose to the Commission any interest or connection to any matter<br />

connected to the Commission;<br />

(iii) engaging in misbehavior or abuse of office.<br />

16. Duties of the Executive Secretary<br />

(1) Subject to this Act and to the general supervision of the Commission, the Executive<br />

Secretary is the chief executive officer of the Commission and is responsible for –<br />

(a) implementing the policies and programmes agreed upon by the<br />

Commission;<br />

(b) managing the funds and property of the Commission;<br />

(c) administering, organizing, supervising and generally controlling<br />

the staff of the Commission;<br />

(d) keeping the Commissioners informed of the activities of the<br />

Commission;<br />

(e) keeping record of all the proceedings and transactions of the Commission.<br />

(2) In the performance of his or her duties, the Executive Secretary is answerable to the<br />

Commissioners.<br />

17. Other officers and staff of the Commission<br />

(1)There shall be officers and staff of the Commission as may be necessary for the<br />

effective performance of the functions of the Commission.<br />

(2) The officers and staff of the Commission shall be appointed by the Commission on<br />

terms and conditions determined by the Commission.<br />

18. Regional offices<br />

(1) The Commission may establish offices in any part of Uganda for the purposes of<br />

discharging the functions of the Commission.<br />

(2) For the purposes of subsection (1), the Commission may establish offices in each of<br />

the regions of Uganda.<br />
