In offering these recommendations, participants also linked<br />
memorialisation with other transitional justice mechanisms. They asserted<br />
that memorialisation through documentation would complement truthtelling,<br />
789 memorial prayers could facilitate reconciliation between victims<br />
and perpetrators, 790 and positive commemoration could lead to healing. 791<br />
Other participants connected the construction of memorial schools, roads,<br />
and health centres referred to above with the need for reparations, and<br />
stated that some new projects should be targeted to help orphans and<br />
widows with new structures for housing or access to loan schemes. 792 In<br />
Soroti, the call for memorialisation and reparations extended to animals,<br />
and participants recommended restocking cattle lost in past raids and<br />
conflicts.<br />
Institutional & Legal Reform<br />
Although the Juba Agreement on Accountability and Reconciliation states<br />
that “existing national institutions and mechanisms, with necessary<br />
modifications” 793 are responsible for the implementation of the Agreement,<br />
participants in the NRTJ Audit emphasized the need for reform of such<br />
institutions in order to guarantee a non-recurrence of conflict.<br />
The Juba Agreement on Comprehensive Solutions describes the standards<br />
to which governmental institutions and policies should be held. These<br />
include maintaining an inclusive and democratic system of Government, an<br />
independent judiciary, a representative security force, an adequate Peace,<br />
Recovery and Development Plan for northern Uganda, and the equitable<br />
management of land, amongst others. While these Agreements point to<br />
the need for evaluation and possible reform of institutions, they do not<br />
endeavour to specify where such reforms are needed. Virtually all districts<br />
included in the NRTJ Audit called for specific reforms. The following section<br />
summarizes these needs according to general themes and then according<br />
to sector.<br />
Building Inclusive and Accountable Institutions for Good<br />
Governance<br />
One of the overarching themes of the NRTJ Audit was a call for good governance and<br />
the rule of law. Participants emphasized that national resources should be distributed<br />
