the independence of the electoral commission. 798 Many asserted that the independence<br />
of the executive, legislative, and judicial branches should be maintained, so that they<br />
properly coordinate action, but without undue influence from one another or from the<br />
military. 799<br />
Anti-corruption<br />
Related to good governance, the importance of fighting corruption in public institutions<br />
was a top priority among participants in the majority of districts. 800 Some participants<br />
specified that corruption in the courts and among the police force resulted in justice<br />
being served only for the wealthy. 801 Suggested approaches to reducing corruption<br />
included increasing the salaries of civil servants, 802 establishing Inspectorate General<br />
of Government offices at the sub-regional level, 803 and more cooperation between the<br />
Public Accounts Committee, the executive and judicial branches and the Public Service<br />
Commission. 804 Others recommended that public institutions be vetted and evaluated,<br />
especially to ensure that they are led by professionals and that leaders are rotated<br />
regularly. 805<br />
Institutional Reform by Sector<br />
Executive<br />
Demands for reform of the executive branch of Government commonly centred<br />
on reinstating term limits and calling on the current incumbent to retire. 806 Some<br />
participants said that adequate protection for the President should be ensured so he<br />
will be free to retire without fear of reprisals by subsequent administrations. 807 One<br />
group suggested that the Office of the President be filled on a rotating basis by leaders<br />
from different regions. 808 Other recommended changes included that more attention be<br />
paid to demonstrators and that Government display greater willingness to meet their<br />
demands, 809 increased respect for local views, an end to the appointment of Resident<br />
District Commissioners who have previously lost elections, 810 and less Presidential<br />
interference in Parliament. 811 Additionally, the Office of the Prime Minister was urged to<br />
stop misappropriating tax money. 812<br />
