COMPENDIUM OF CONFLICTS IN <strong>UGANDA</strong><br />

2. Application<br />

(1) This Act applies to gross human rights violations or abuse of human rights from<br />

9th October, 1962 to 2011.<br />

(2) Subject to subsection (3), this Act shall apply for five years after which it shall<br />

lapse.<br />

(3) Parliament may by resolution extend the application of this Act –<br />

(a) to acts or human rights violations or abuses occurring after 2011;<br />

(b) after the period specified in subsection (2).<br />

3. Objective of the Act<br />

The objective of this Act is to facilitate and promote national unity, sustainable peace<br />

and reconciliation<br />

PART II NATIONAL TRUTH AND RECONCILIATION COMMISSION<br />

4. Establishment of National Truth and Reconciliation Commission<br />

(1) There shall be a National Truth and Reconciliation Commission.<br />

(2) The Commission is a body corporate with a common seal and may sue and<br />

be sued in its corporate name and may do, enjoy or suffer anything that may be done,<br />

enjoyed or suffered by a body corporate.<br />

5. Composition, tenure and qualifications.<br />

(1) The Commission is composed of a chairperson and twelve commissioners, at least<br />

seven of whom shall be women, as follows –<br />

(a) a retired judge, a judge or a person qualified to be appointed as judge who shall<br />

be the chairperson;<br />

(b) one person representing the Amnesty Commission;<br />

(c) one person representing the Uganda Human Rights Commission;<br />

(d) one person from the academia;<br />

(e) one person from the civil society;<br />

(f) one person representing the Inter Religious Council of Uganda;<br />

(g) one person representing the Council of older persons;<br />

(h) one person representing each of the following regions of Uganda –<br />

(i) central;<br />

(ii) western;<br />

(iii) northern; and<br />

(iv) Eastern;<br />

(i) one person nominated by the President;<br />

(j) one person representing the Equal Opportunities Commission.<br />

(2) The commissioners shall be appointed by the President on the recommendation of<br />

the Selection Committee.<br />

(3) A person is not qualified to be appointed commissioner unless that person is of high<br />

moral character and proven integrity.<br />

(4) Every commissioner shall, before assuming the duties of commissioner take and<br />

subscribe the oath specified in Schedule 2.<br />

(5) A commissioner shall hold office on a full time basis for five years on the terms<br />

specified in the instrument of appointment.<br />
