officials. It is further alleged that the Government and Balaalo collaborate in an attempt
to politically empower the latter through securing access to district political leadership.
The intention of doing so is believed to be to increase the indirect influence of both
the Balaalo and the Government in the region. Since the discovery of oil in the region,
the influx of Balaalo has accelerated and is generating increasing tension. Currently, the
Balaalo immigrants are said to exceed the indigenous population. 465 This demographic
shift increases the chances of violent conflict over land between the Government and
the leadership of the Batuku community in Ntoroko. Participants said that the conflict is
further fuelled by the greed of both local and central Government officials. 466
