officials. It is further alleged that the Government and Balaalo collaborate in an attempt<br />

to politically empower the latter through securing access to district political leadership.<br />

The intention of doing so is believed to be to increase the indirect influence of both<br />

the Balaalo and the Government in the region. Since the discovery of oil in the region,<br />

the influx of Balaalo has accelerated and is generating increasing tension. Currently, the<br />

Balaalo immigrants are said to exceed the indigenous population. 465 This demographic<br />

shift increases the chances of violent conflict over land between the Government and<br />

the leadership of the Batuku community in Ntoroko. Participants said that the conflict is<br />

further fuelled by the greed of both local and central Government officials. 466<br />
