The conflict between local communities and the Balaalo, who are alleged to collaborate<br />

with Government, was not only characterised as a conflict between citizens and<br />

Government, but also as an ethnic conflict. The Batuku, who are the indigenous people<br />

of Ntoroko District, increasingly find themselves at odds with the Balaalo cattle keepers.<br />

The Batuku are overwhelmed by the settling of the migrants, which is causing land<br />

conflicts and ethnic tension.<br />
