PURPOSE. This Manual establishes the authority, policies, procedures, and standards governing the uniform, appearance, and grooming of all Coast Guard personnel Active, Reserve, Retired, Auxiliary and other service members assigned to duty with the Coast Guard. 2. ACTION. All Coast Guard unit Commanders, commanding Officers, Officers-In-Charge, Deputy/Assistant Commandants, and Chiefs of Headquarters staff elements shall comply with the provisions of this manual. Internet release is authorized. 3. DIRECTIVES AFFECTED. The Coast Guard Uniform Regulations, COMDTINST M1020.6F, is cancelled. 4. PROCEDURES. No paper distribution will be made of this Instruction. Official distribution will be via the Coast Guard Directives (CGDS) DVD. An electronic version will be located on the following Commandant (612) web site. 5. DISCLAIMER. This document is intended to provide operational requirements for Coast Guard personnel and is not intended to nor does it impose legally-binding requirements on any party outside the Coast Guard. This guidance is in no way inclusive. Common sense is the key because many things are not addressed. Remember the safety and well being of our members comes first and should take precedence. Always use good judgment taking into account that we are a military branch of the United States if unable to follow these regulations. 6. MAJOR CHANGES. This Manual has been extensively updated from the previous version and clarifies/updates various items and policies. A complete review of the entire Manual is strongly recommended. Major updates include: Changing all appropriate entries to read PSC or PSC (PSDmu) as required, policies governing both Coast Guard ball caps, addition of the updated CG Band Ceremonial Uniform, Clarification on the wear of Admiral stars on the Winter Dress Blue Shirt and Operational Dress Uniform, additional wording to help clarify when civilian clothing should be authorized for Marine Safety personnel, removal of the female pumps from the sea bag, but making them mandatory if an optional skirt is worn, adds the Rating Force Master Chief badge as an authorized sewn on badge for the ODUs, and adds clarification for authority and steps needed prior to the wearing of required badges from another service/department that are not listed in this Manual. Many more clerical and administrative changes have been made as needed. 7. REQUEST FOR CHANGES. Units and individuals may recommend changes to the Uniform Regulations in-accordance-with Chapter 1.C.1 of this manual. 8. RECORDS MANAGEMENT CONSIDERATIONS. This Manual has been evaluated for potential records management impacts. The development of this Manual has been thoroughly reviewed during the directives clearance process, and it has been determined there are no further records scheduling requirements, in accordance with Federal Records Act, 44 U.S.C. 3101 et seq., National Archives and Records Administration (NARA) requirements, and the Information and Life Cycle Management Manual, COMDTINST M5212.12 (series). This policy does not have any significant or substantial change to existing records management requirements. 9. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS. a. The development of this Manual and the general policies contained within it have been thoroughly reviewed by the originating office in conjunction with the Office of Environmental Management, and are categorically excluded (CE) under current USCG CE # 33 from further environmental analysis, in accordance with Section 2.B.2. and Figure 2-1 of the National Environmental Policy Act Implementing Procedures and Policy for Considering Environmental Impacts, COMDTINST M16475.1 (series). Because this Manual contains guidance documents that implement, without substantive change the applicable Commandant Instruction and other guidance documents, Coast guard categorical exclusion #33 is appropriate. 2
