5. DISCLAIMER. This document is intended to provide operational requirements for <strong>Coast</strong> <strong>Guard</strong><br />

personnel and is not intended to nor does it impose legally-binding requirements on any party<br />

outside the <strong>Coast</strong> <strong>Guard</strong>. This guidance is in no way inclusive. Common sense is the key because<br />

many things are not addressed. Remember the safety and well being of our members comes first<br />

and should take precedence. Always use good judgment taking into account that we are a military<br />

branch of the United States if unable to follow these regulations.<br />

6. MAJOR CHANGES. This Manual has been extensively updated from the previous version and<br />

clarifies/updates various items and policies. A complete review of the entire Manual is strongly<br />

recommended. Major updates include: Changing all appropriate entries to read PSC or PSC (PSDmu)<br />

as required, policies governing both <strong>Coast</strong> <strong>Guard</strong> ball caps, addition of the updated CG Band<br />

Ceremonial Uniform, Clarification on the wear of Admiral stars on the Winter Dress Blue Shirt<br />

and Operational Dress Uniform, additional wording to help clarify when civilian clothing should<br />

be authorized for Marine Safety personnel, removal of the female pumps from the sea bag, but<br />

making them mandatory if an optional skirt is worn, adds the Rating Force Master Chief badge as<br />

an authorized sewn on badge for the ODUs, and adds clarification for authority and steps needed<br />

prior to the wearing of required badges from another service/department that are not listed in this<br />

Manual. Many more clerical and administrative changes have been made as needed.<br />

7. REQUEST FOR CHANGES. Units and individuals may recommend changes to the Uniform<br />

Regulations in-accordance-with Chapter 1.C.1 of this manual.<br />

8. RECORDS MANAGEMENT CONSIDERATIONS. This Manual has been evaluated for<br />

potential records management impacts. The development of this Manual has been thoroughly<br />

reviewed during the directives clearance process, and it has been determined there are no further<br />

records scheduling requirements, in accordance with Federal Records Act, 44 U.S.C. 3101 et seq.,<br />

National Archives and Records Administration (NARA) requirements, and the Information and<br />

Life Cycle Management Manual, COMDTINST M5212.12 (series). This policy does not have any<br />

significant or substantial change to existing records management requirements.<br />

9. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS.<br />

a. The development of this Manual and the general policies contained within it have been<br />

thoroughly reviewed by the originating office in conjunction with the Office of Environmental<br />

Management, and are categorically excluded (CE) under current USCG CE # 33 from further<br />

environmental analysis, in accordance with Section 2.B.2. and Figure 2-1 of the National<br />

Environmental Policy Act Implementing Procedures and Policy for Considering Environmental<br />

Impacts, COMDTINST M16475.1 (series). Because this Manual contains guidance documents<br />

that implement, without substantive change the applicable Commandant Instruction and other<br />

guidance documents, <strong>Coast</strong> guard categorical exclusion #33 is appropriate.<br />
