1.B.3. Donations of Uniforms (Obsolete and Current)<br />

Uniform items that are serviceable, but no longer needed or wanted by active, reserve or<br />

auxiliary members, may be donated to other countries or organizations by following the<br />

below procedures. Sales or gifts, via the internet are strictly prohibited.<br />

Donations of Federal (i.e. uniforms) property to foreign recipients are approved by the<br />

State Department in accordance with Title V of the Federal Property Act. Any requests<br />

for donations to foreign entities must be submitted to the <strong>Coast</strong> <strong>Guard</strong> Foreign Military<br />

Sales Program Manager at Commandant (CG-DCO-I). Any contact directly with the<br />

foreign government in giving excess Federal property away may cause an international<br />

incident, thus the protocol of the State Department handling the transfer is required by<br />

law. Any sales, action, or gifts, or sales via the internet is strictly prohibited.<br />

The Civil Air Patrol (CAP) has been designated by the Secretary of Defense to be a<br />

Service Educational Activity, thereby eligible for donations of military surplus property.<br />

Any CAP unit interested in obtaining donations of surplus military equipment must<br />

contact their local State Agency for Surplus Property for assistance in acquiring needed<br />

property<br />

.Donating or selling of distinct individual uniform type clothing (i.e. SDB‘s,<br />

Combination cap, Garrison cap) to the public is not allowed, although the selling or<br />

donating of generic items (i.e. T-shirts, belt/buckle, boots) is authorized as long as<br />

there are no names, military markings, including buttons, patches, logos, etc., on the<br />

clothing that would identify it as belonging to an individual or as a <strong>Coast</strong> <strong>Guard</strong><br />

uniform item. If unsure of current policy, please check with Commandant (CG-842) for<br />

current policy.<br />

Any unit wanting to donate <strong>Coast</strong> <strong>Guard</strong> surplus property, including uniforms, is required<br />

to send their SF 120 Reports of Excess Personal Property to Commandant (CG-842) as<br />

promulgated in policy in reference (a).<br />
