Before the UNC/MAC at the 289th meeting presented its plan to<br />

reduce tension within the DMZ, it pointed out that [non-exemplified]<br />

modest and well-adjusted defensive measures had been undertaken.<br />

but now the North as the aggressive party had to take the first step to<br />

reduce tension. The four-point plan aimed to a) immediately prevent<br />

attacks against the UNC and infiltration attempts into South Korea,<br />

b) remove all prohibited weapons, equipment and personnel from the<br />

DMZ, c) reduce North Korea’s armed forces that had been augmented<br />

in violation of Paragraph 13(d) prohibiting rearmaments and d) cease<br />

public polemical and war-mongering talks. If the North responded<br />

positively, the South would do so too, but the North made no response<br />

nor any comment.<br />

A North Korean infiltration attempt by sea took place on March<br />

15-16, 1969, when seven North Korean agents landed at the small<br />

port of Chumunjin on the east coast in darkness. Four of them wore<br />

South Korean uniforms and seized in an alleged police raid on a<br />

restaurant four civilian identification cards. Then they went to the<br />

police station and killed the head of the police. Two other policemen<br />

were captured and brought to their rubber dinghy, but one escaped<br />

and informed the Home Land Reserve Force, which sank the boat just<br />

outside the harbour. The whole crew drowned. The mother ship was<br />
