July 27 On the 20th anniversary of the Armistice Agreement, South<br />

Korea had charged North Korea with 17,437 violations of the<br />

agreement. North Korea accused South Korea of 124,000, of<br />

which the “US Imperialists” were responsible for 15,730.<br />

August 23 At the 342nd MAC meeting, the North blames the US for<br />

illegally introducing brand-new airplanes into South Korea<br />

and conducting the air-space maneuver exercise “Maengsûp<br />

no. 2.” The South responds that the North also carried out<br />

military exercises.<br />

August 28 North Korea breaks off the SNCC talks with the abduction of<br />

opposition leader Kim Dae Jung in Tokyo as the excuse.<br />

August 30 At the 416th MAC secretary meeting, the South denies the<br />

North’s protests that machine guns had been brought into the<br />

JSA and rejects the charge that it obstructed North-South<br />

dialogue; it actively supported it.<br />

September 6 At the 343rd MAC plenary meeting, the North accuses the US<br />

of occupying South Korea, hindering North-South dialogue,<br />

modernizing the South’s defence forces and conducting<br />

“offensive” military exercises. The South denies the charges.<br />

October 12 At the 344th MAC meeting, the North accuses the US of<br />

illegally occupying South Korea, modernizing the South’s<br />

defence forces, conducting large-scale military exercises and<br />

preparing for war. The South claims that the North criticizes<br />

the South for measures it had itself taken and reminds them of<br />

the cancellation of Paragraph 13(d).<br />

November 5 At the 345th MAC meeting, the North criticizes the South’s<br />

military exercises as an armistice violation. The South<br />

responds that military exercises are not armistice violations<br />

and should not be raised in the MAC.<br />

November 28 Two North Korean gunboats violate waters contiguous to<br />

Soch’ông Island. The UNC/MAC Senior Member tells his<br />

North Korean counterpart that he had made a serious violation<br />

that must not be repeated.<br />
