Framework of October 21, 1994. The US would provide North Korea<br />

with two light-water reactors, replacing graphite-moderated reactors,<br />

and deliver crude oil until the first reactor was completed. Both parties<br />

would strive to normalize political and economic relations. North<br />

Korea would implement the 1991 North-South Joint Declaration and<br />

re-engage in North-South dialogue.<br />

Through Carter, a suggestion had been made to President Kim<br />

Young Sam (1993-98) to hold a summit meeting. Secret vice-premierlevel<br />

talks were held in Panmunjom on June 28 that led to an<br />

agreement to hold a summit in P’yôngyang from July 25 to 27.<br />

Working- level talks were held in Panmunjom on July 1 and 2, but the<br />

talks that were scheduled to be held on July 7 and 8 were cancelled due<br />

to the death of Kim Il Sung on July 8. No further talks were held<br />

afterwards. On the contrary, inter-Korean relations deteriorated, in<br />

particular since South Korean authorities did not allow any condolences<br />

to be sent for Kim Il Sung and defined him as a war criminal.<br />

In contrast, US President Bill Clinton sent a letter of condolence to<br />

keep the Geneva negotiations on the nuclear issue on track. The policy<br />

of the new leader Kim Jong Il to reject contacts was a policy to exclude<br />

South Korea. Instead, North Korea used the “nuclear card” to improve<br />

relations with the US.<br />

The only North-South talks held concerned rice aid in 1995 and<br />

food aid in 1997. To incapacitate the armistice regime, both talks were<br />

held in Beijing instead of Panmunjom. In addition, after Kim Dae Jung<br />

had become South Korean president in February 1998, talks on<br />

supplies of fertilizers from South to North Korea were held in April<br />

1998 and June 1999 in Beijing; the role of Panmunjom as a place for<br />

contacts had decreased. The only meetings held in Panmunjom after<br />

North Korea Incapacitates the MAC and the NNSC in the 1990s<br />
