July 9 At the 318th MAC meeting, the North asserts that the South<br />

had illegally brought in new fighter planes.<br />

July 29 At the 319th MAC meeting, North Korea makes a<br />

counter-proposal from the 317th meeting that the South<br />

rejects.<br />

The North blames the UNC for bringing in various kinds of<br />

combat equipment into South Korea.<br />

August 20 The first-ever bilateral North-South discussions through the<br />

North and<br />

South Korean Red Cross organizations are held in the NNSC<br />

conference room. Altogether 25 preliminary meetings focusing<br />

on divided families are held there in 1971-72.<br />

August 25 At the 320th MAC meeting, the North urges the withdrawal of<br />

American troops and combat equipment from South Korea.<br />

The North charges the South with having brought weapons<br />

into the DMZ and built fortifications in the zone. The South<br />

encourages the North to remove its fortifications, but no results<br />

were reached.<br />

September The “Freedom House” is turned into an office for North-South<br />

dialogue.<br />

November 20-<br />

March 22, 1972<br />

Eleven rounds of secret talks between representatives of the<br />

Red Cross are held in Panmunjom.<br />

December 11 At the 325th MAC meeting, the North blames the South for<br />

holding the exercise “The South Korea-US Eagle Landing<br />

Operation,” but the South responds that it was not an issue to<br />

discuss in the MAC.<br />

The North protests against the US for rearming South Korea<br />

and the South blames the North for having demolished<br />

Paragraph 13(d) by rearming illegally.<br />
