line-up of the Central Committee and the Politburo at the Fifth Party<br />

Congress published on November 13, 1970 did not include Vice-<br />

Premier and Minister of People’s Armed Forces Kim Kwang-hyop,<br />

who reportedly was responsible for the failure of the Korean People’s<br />

Army 124th Special Unit in 1968 in both the Blue House raid and the<br />

Ulchin-Samch’ôk incident (53 other members were also excluded).<br />

At a press conference held prior to his departure, Major General<br />

Woodward repeated that he had signed the document only to free the<br />

crew and emphasized that there was no evidence that the Pueblo had<br />

been involved in any illegal activities. He denied that any compensation<br />

had been paid to get the crew released. Major General Pak<br />

also quit his office in early 1969. To the author’s knowledge, as the<br />

highest North Korean official ever he declared several times at his<br />

private farewell dinner for the NNSC in Kaesông that the Commission<br />

did important work. The Czech alternate emphasized at the dinner<br />

that Major General Pak in particular had sought to supervise the<br />

implementation of the Armistice Agreement although, as we have<br />

seen, there were more infiltrations and related casualties in 1968 than<br />

in any other year. The Head of the Swedish Delegation, Major General<br />

Karl Sergel, objected to this view in his report for February 1969 to the<br />
