one Swiss officer. The books issued by the South Korean Ministry of<br />

Defence also contain data on the NNSC, but they are more important for<br />

information on the work by the MAC. Other materials normally only<br />

contain assessments of the Commissions’ work, not data on what they<br />

have actually done. With regard to major armistice violations such as the<br />

1968 Pueblo incident and the 1976 axe murder, a few books published<br />

by American scholars and one officer who experienced developments<br />

during the latter incident are important but are supplemented by other<br />

materials in English and Korean that contain the views of both sides.<br />

Data on inter-Korean relations often appear in the works referred<br />

to, but a few studies in English and Korean that deal with political<br />

aspects, including the demilitarized zone and legal dimensions of the<br />

establishment of a peace regime since the 1990s as well as what such<br />

a regime would mean, are also used. Works referred to include the<br />

author’s book from 2006, studies by the South Korean scholar Seong-<br />

Ho Jhe and the former advisor to the United Nations Command/Military<br />

Armistice Commission James Munhang Lee, annual publications by<br />

the Korea Institute for National Unification from 2005-2008, the work<br />

by the American scholar Chuck Downs (1999) and other books and<br />

articles in journals and newspapers.<br />

1.5 Organization and Scope<br />

Chapter 2 presents the foundation and organization of the MAC<br />

and the NNSC and their work during the 1950s. 9 The starting point<br />
