January 15 At the 198th MAC meeting, the North criticizes the introduction<br />

of brand-new weapons into South Korea. The South argues<br />

that to maintain relative military balance, equipment has to be<br />

introduced.<br />

January 22 At the 199th MAC meeting, the North criticizes the dispatch of<br />

troops to Vietnam but the South responds that it was not an<br />

issue to raise in the MAC. The North criticizes the introduction<br />

of weapons into South Korea.<br />

January 28 At the 200th MAC meeting, the North claims that the South is<br />

rearming to prepare for a new war.<br />

March Premier Kim Il Sung emphasizes in a speech that more<br />

intelligence activities are necessary to accomplish the policy<br />

targets. Subsequently, spy training centres were set up.<br />

April 9 At the 205th MAC meeting, the North blames the South for<br />

raising tension to start a new war and for demolishing the<br />

armistice regime.<br />

The South criticizes the North for neglecting Paragraph 13(d).<br />

The accusation by the South that the North prohibits the<br />

NNSC’s work causes concern within the Czech and Polish<br />

delegations, but through mediation by Sweden, the dispute is<br />

removed from the agenda.<br />

May 3 At the 206th MAC meeting, the North claims that a military<br />

airplane on April 28 had intruded into its airspace for<br />

reconnaissance.<br />

The South protests that two MIG-17 fighters had approached<br />

it over open sea and without warning shot at it.<br />

May 21 At the 208th MAC meeting, the North claims that a military<br />

airplane on May 18 had intruded into its airspace. As a spy<br />

plane, it was shot down in self-defence and the pilot killed. The<br />

South asserts that the plane was on a routine tour but diverged<br />

from its route and admits the armistice violation.<br />

May 22 At the 2<strong>09</strong>th MAC meeting, the South signs a confession of the<br />

May 18 violation (no. 30).<br />
