Respuesta<br />
El caud<strong>al</strong> ecológico <strong>de</strong>terminado para el río<br />
Baker y Pascua (Anexo D apéndice 4 <strong>de</strong>l EIA),<br />
ha sido estimado sobre la base <strong>de</strong> los criterios<br />
disponibles en numerosas publicaciones<br />
científicas (Cowx and Welcomme 1998; González<br />
<strong>de</strong>l Tanago y Garcia <strong>de</strong> J<strong>al</strong>ón 1998; Hewitt 1934;<br />
Leclerc et <strong>al</strong>. 1996; Murphy and Munawar 1998;<br />
Slaney and Z<strong>al</strong>dokas 1997; Wa<strong>al</strong> et <strong>al</strong>. 1998;<br />
Welcomme 1992; Gordon y col. 2004; Rood<br />
y Tymensen 2001; Rood y col. 2003; y Mosley<br />
1983). Efectivamente durante la operación <strong>de</strong><br />
las centr<strong>al</strong>es se <strong>al</strong>canzaran caud<strong>al</strong>es menores a<br />
los mínimos históricos en los ríos, situación que<br />
ocurrirá exclusivamente con caud<strong>al</strong>es <strong>de</strong> 85 %<br />
<strong>de</strong> probabilidad <strong>de</strong> exce<strong>de</strong>ncia. Es importante<br />
señ<strong>al</strong>ar que los caud<strong>al</strong>es medios diarios,<br />
estacion<strong>al</strong>es e interanu<strong>al</strong>es se mantendrán sin<br />
<strong>al</strong>terar, por lo que la regulación <strong>de</strong> caud<strong>al</strong>es<br />
<strong>de</strong>rivados <strong>de</strong> la operación <strong>de</strong> las centr<strong>al</strong>es no<br />
será permanente.<br />
La aproximación metodológica utilizada<br />
para <strong>de</strong>finir los caud<strong>al</strong>es ecológicos implica<br />
justamente <strong>de</strong>terminar los requerimientos<br />
mínimos <strong>de</strong> caud<strong>al</strong>, que satisfacen los bienes<br />
y servicios ecosistémicos <strong>de</strong>l río, los cu<strong>al</strong>es<br />
no necesariamente se vinculan con el mínimo<br />
histórico hidrológico. El análisis presentado en<br />
el EIA solamente podrá ser verificado mediante<br />
el programa <strong>de</strong> seguimiento ambient<strong>al</strong>, sin<br />
embrago, Bain (2007) ev<strong>al</strong>úo el efecto ambient<strong>al</strong><br />
<strong>de</strong> 43 centr<strong>al</strong>es hidroeléctricas que operan<br />
generando fluctuaciones <strong>de</strong> caud<strong>al</strong> intradiarias,<br />
a partir <strong>de</strong>l cu<strong>al</strong> se <strong>de</strong>spren<strong>de</strong> que la oscilación<br />
<strong>de</strong> caud<strong>al</strong>es generadas por la operación <strong>de</strong> las<br />
centr<strong>al</strong>es en el río Baker y Pascua, producirán<br />
efectos menores en los ecosistemas acuáticos,<br />
dado que la razón entre los caud<strong>al</strong>es máximos<br />
y mínimos para todas las centr<strong>al</strong>es <strong>de</strong>l PHA no<br />
superan las 3,6 veces, v<strong>al</strong>or inferior a la razón<br />
<strong>de</strong> 10 veces señ<strong>al</strong>ada por Bain (2007), por sobre<br />
la cu<strong>al</strong> los impactos <strong>de</strong> este tipo <strong>de</strong> fluctuación<br />
sobre los ecosistemas se consi<strong>de</strong>ran relevantes.<br />
