While the plan change appeals have not yet been entirely resolved, the majority of the plan change has been
accepted and is expected to be resolved in the near future. Key to this application is that spills in to the
Wairakei catchment from the Mangatawa catchment across the state highway have been planned and
accommodated in this comprehensive consent. This design level or amount of flooding has influenced the
design of the Mangatawa Drain flood way structures that will be described further in this report.
2.6.2 Maranui and Mangatawa Catchments
For the purposes of this application two stormwater catchments; the Mangatawa and Maranui are affected by
the Tauranga Eastern Motorway (TEM) and the Mangatawa Drain Flood Bypass Structures. A central issue in
these catchments and for the TEM project is the flooding across the State highway and subsequently the
effects of flooding in the Maranui sub catchment and Wairakei catchment.
