NZ Transport Agency and Tauranga City Council Mangatawa Drain Flood Bypass and TEM Stormwater AEE 1. Introduction This report seeks consent for the proposed stormwater management activities resulting from the construction of the Tauranga Eastern Motorway (TEM) and consent for activities resulting from Tauranga City Councils desire to address flooding issues in the Mangatawa catchment. Applying for The Environment Bay of Plenty consents jointly allows the New Zealand Transport Agency (NZTA) and Tauranga City Council (TCC) to develop a solution that addressed a complex stormwater management issue in an efficient manner. This assessment of environmental effects therefore considers the effects of all the activities related to this project including construction. In addition the proposal also requires District Council consents related to the proposed alteration to the stormwater treatment pond including vegetation clearance, earthworks and discharge to the adjacent Special Ecological Site. The bundle of regional resource consents sought is divided in the following way: • NZTA permit holder for construction aspects; • TCC permit holder for long term elements particularly discharges; and • The District Council land use consent will run with the land on which the treatment pond is placed. 1.1 Background NZTA is planning to build the TEM, as part of providing transport infrastructure for the ongoing growth of Tauranga and the Bay of Plenty. In November 2008 the NZTA applied to the Regional Council for consents for earthworks, water take, bridging the Kaituna River and stormwater management excluding this catchment. The Hearing was completed on the 18th of December 2008 and a decision has been received. TCC manages the stormwater system in urban Papamoa, and needs to reduce the frequency and magnitude of spills from the Papamoa Hills and Mangatawa Drain into the Papamoa urban area, where there would otherwise be a risk of inundation of many buildings in large floods. This application seeks consent to manage the stormwater derived from the proposed motorway. NZTA and TCC are working together to improve the reliability of the route by reducing the frequency of flood overflows of State Highway 2 (SH2) from the Papamoa Hills and the Mangatawa Drain. Beca has been working with both NZTA and TCC, investigating options for reducing the frequency and magnitude of spills from the Mangatawa Drain. As this work has progressed, various options have been considered and preferred options refined and modelled to confirm their performance. NZ Transport Agency and Tauranga City Council Mangatawa Drain Flood Bypass and TEM Stormwater AEE 1.2 Joint Application This report will assess the combined effects of this project. The various consents required need to be held separately by either NZTA or TCC for the purposes of clearly assigning responsibilities for the effects of these activities. The consent requirements are split between Tauranga City Council and the New Zealand Transport Agency. It is important to understand that in the issuing of any consent, the Regional Council will be assigning the responsibility for the effects of the activities related to those consents to either NZTA or TCC. The split has been decided and agreed upon by both the organisations applying for consents. 1.3 Structure of the Report The key sections of this report are the description of the proposal which is found in Section 7 and the assessment of the environmental effects in Section 9.
