NZ Transport Agency and Tauranga City Council Mangatawa Drain Flood Bypass and TEM Stormwater AEE • Stormwater management under the ARC guidelines and the behaviour of stormwater in wet and dry swales. • Water take for dust suppression. • Draft landscape plans particularly vegetation species. • Support for a project specific TEM Tangata Whenua Advisory Group (TEMTWAG). The Tauranga Eastern Motorway Tangata Whenua Advisory Group was formed to facilitate discussion and agreement on cultural matters associated with the project. The formation of protocols and agreements regarding earthworks is one such possible outcome. 8.5.2 Mangatawa Floodway Application Hui The following Iwi and Hapu have an interest in this specific proposal and a record of their views is summarised below: 1. Ngaiterangi Iwi; 2. Nga Potiki Hapu; 3. Ngati Pukenga Iwi; 4. Ngati He Hapu; 5. Waitaha; 6. Ngai Tukairangi Hapu. Ngaiterangi A cultural impact assessment undertaken for the TEM project and Ngaiterangi instructed that it be used for this assessment and is provided in Appendix 5 of the application. On receipt of this Assessment of Environmental Effects they may have additional responses which will be recorded and provided to EBOP and TCC. Nga Potiki A hui was held with Nga Potiki on 14th October 2008 regarding the Mangatawa Floodway and TEM project. The hui discussed the options and possible solutions concerning reducing flooding in the Wairakei and Maranui catchments while managing the stormwater generated by the TEM. Some of the concerns relevant to the effect of this application raised at this hui are summarised as follows: • An interest in the species of vegetation used in swales to be sure they are native. • The source of the fill for earth works and a concern that it not be waahi tapu. • The volume of water in the Mangatawa Drain and the potential for increased flooding of the MPBI land. NZ Transport Agency and Tauranga City Council Mangatawa Drain Flood Bypass and TEM Stormwater AEE • The quality of stormwater discharge and its effects on Tauranga Harbour. • One suggestion was that the stormwater from the TEM be conveyed westwards to the other side of the Bay Park Stadium to a TCC pond and wetland before reaching the harbour. This option was considered by the engineers and discounted due to cost and feasibility of achieving this outcome as shown in the attached options report. Ngati Pukenga A hui was held with Ngati Pukenga on 15th of February 2009. Representatives of the hapu met with members of project team, NZTA and TCC. The following issues were raised. • Water quality of the discharge to the harbour • Flooding effects on the farmlands beside the State highway especially Kairua Rd flooding • The significance of harbour shellfish and the need to protect the habitat • Long term effects of stormwater run off sedimentation contamination • White baiting and the fish spawning periods for white bait on the lower drain and opportunity to encourage the fishery there by enhancement • Mangatawa catchment land flooding residence times A copy of the AEE will be provided and should any additional consultation responses be received that will be forwarded to EBOP and TCC. Ngati He Ngati He was contacted regarding the Mangatawa application on the 9 th February 2009. They requested to be sent a newsletter regarding the proposal for dissemination at a hapu meeting and the draft application when finalised. Waitaha At the TEM Tangata Whenua Advisory Group meeting in February Waitaha requested a copy of the AEE and may provide comment. Ngai Tukairangi Ngai Tukairangi representatives were contacted on the 19 th of December 2008 and sent information to present at an internal hapu meeting. Members of the hapu were asked to express any concerns with the proposal and contact the project team. No concerns were raised with the project team and the hapu representatives were sent more material in case other members became interested.
