<strong>The</strong> Mayor’s <strong>Ambient</strong> <strong>Noise</strong> <strong>Strategy</strong> Mayor of <strong>London</strong> 91<br />

Motorcycle Working Group is convened by Transport for <strong>London</strong>. This<br />

includes user groups, the police and the boroughs. <strong>The</strong> main aims of the<br />

Group are to promote a reduction in casualties, improve facilities for<br />

motorcycles, and reduce environmental harm.<br />

Box 34: Motorcycle noise levels<br />

Modern motorcycles, as type approved, and when used responsibly, have<br />

become much quieter than in the past. Standard noise test limits have<br />

been significantly reduced since the 1970s. From June 1999, noise limits<br />

for new motorcycles approved to EU Directive 97/24/EC, Chapter 9, are:<br />

Mopeds - 71 dB(A);<br />

Up to and including 80 cc engine size - 75 dB(A);<br />

Between 80 and 175 cc - 77 dB(A);<br />

Above 175 cc - 80 dB(A).<br />

Limits for motorcycles first used from April 1991 were 2 dB(A) higher than<br />

the above figures.<br />

It is an offence to sell replacement motorcycle silencers which do not<br />

carry prescribed approval markings. 22 Periodic roadworthiness testing of<br />

motorcycles includes a check that they are fitted with correctly marked<br />

approved silencer systems.<br />

<strong>Noise</strong> levels inside motorcycle helmets can be a ‘healthy hearing’ issue for<br />

those, such as despatch riders, who spend long periods on their machines<br />

at higher speeds. This may affect their perception of the noise they make.<br />

Hearing protection measures integrated with helmet design are<br />

increasingly available.<br />

proposal 15 Transport for <strong>London</strong> through the <strong>London</strong> Motorcycle Working Group will,<br />

as funding allows, explore ways in which motorcyclists, moped and<br />

scooter users can be encouraged to maintain the noise specification of<br />

their machines as type approved; to drive more quietly and smoothly, as<br />

well as more safely; and to consider the benefits of hearing protection<br />

while riding, subject to road safety. <strong>The</strong> need for public communication<br />

and consistent and firm enforcement should be kept under review.<br />

Assessing and prioritising action<br />

4A.68 <strong>The</strong> suitability and effectiveness of the above measures will vary<br />

according to particular local circumstances. <strong>The</strong> noise reduction achieved<br />

by a single measure may be modest. Measures are likely to need to be<br />

combined to affect popular perception, although it would not be<br />

acoustically effective to combine certain measures. <strong>The</strong> effectiveness of
