practical, cost-effective minimum, taking account of other needs. This<br />

includes identifying soundscape improvement opportunities.<br />

proposal 19 Transport for <strong>London</strong> will work with the Government, its consultants,<br />

<strong>London</strong> boroughs and other stakeholders to ensure that noise mapping<br />

not only meets national and European Environmental <strong>Noise</strong> Directive<br />

requirements for quantifying population exposure, but enables a full<br />

range of potential measures to reduce noise to be assessed realistically<br />

and conveyed comprehensibly to stakeholders.<br />

proposal 20 Transport for <strong>London</strong> will establish a noise monitoring network, at which<br />

periodic noise measurements are made, including frequency spectra, and<br />

time histories over the day and, where possible, week.<br />

proposal 21 Transport for <strong>London</strong> will, and other highway authorities in <strong>London</strong><br />

should, as resources become available:<br />

Record where substantive noise-reducing measures have been taken,<br />

their cost, and, where appropriate, information on effectiveness, to<br />

adjust and improve performance, and to identify where new<br />

instruments, technologies or other resources are required;<br />

Carry out before and after surveys of selected measures involving<br />

changes in noise, including, where necessary, noise level measurement<br />

and attitude surveys of people affected, to support improvements in<br />

programme effectiveness;<br />

Carry out, or participate with others in, periodic noise measurement<br />

and attitude surveys in <strong>London</strong> to assess priorities for noise reduction;<br />

As far as possible, identify and address the equalities implications of<br />

differences in noise exposure.
