needed to achieve significant citywide noise reductions. Over the<br />

Government’s proposed timescale towards national strategy, monitored<br />

noise reduction measures in <strong>London</strong> could provide valuable evidence of<br />

practical effectiveness.<br />

<strong>The</strong> Mayor will urge the Government to fund trial noise reduction measures<br />

in <strong>London</strong>, with monitoring of effectiveness, recognising the contribution<br />

this could make to development of national ambient noise strategy.<br />

4.7 <strong>The</strong> Mayor is responsible for appointing members to, and setting budgets<br />

for, four new organisations, the ‘functional bodies’ (see glossary):<br />

Metropolitan Police <strong>Authority</strong> (MPA), which in turn has responsibilities<br />

regarding the Metropolitan Police Service (MPS).<br />

4.8 <strong>The</strong> ‘GLA group’, which includes the core <strong>Greater</strong> <strong>London</strong> <strong>Authority</strong> working<br />

directly to the Mayor and <strong>London</strong> Assembly, as well as the functional bodies,<br />

can contribute to ambient noise management and other sustainability issues<br />

via contract awarding procedures. Including sustainability considerations,<br />

where relevant to the services or goods being purchased, as an element in<br />

the tender assessment process, is a way in which the GLA can lead by<br />

example. <strong>The</strong> different parts of the GLA group have already been developing<br />

environmental management practices relevant to their own activities (see, for<br />

example, paragraphs 5A.11-75 of the Mayor’s Air Quality <strong>Strategy</strong>). Issues<br />

for noise include standards to be achieved, methods to be employed, types<br />

of quieter plant, machinery and practices, and definition of output measures<br />

which can form part of a tender specification.<br />

<strong>The</strong> Mayor will work with the GLA group to prepare complementary green<br />

procurement policies, including with respect to noise where relevant, and<br />

to promote best practice.<br />

noise, where they are relevant to the performance of the service being<br />

tendered, as one way of evaluating tenders for future contracts, and to<br />

promote best practice.
