<strong>The</strong> Mayor’s <strong>Ambient</strong> <strong>Noise</strong> <strong>Strategy</strong><br />

7 In determining BAT across an installation, noise has to be considered and<br />

balanced within the wider context of other releases to different media and<br />

taking issues such as energy and raw materials into account. <strong>Noise</strong><br />

cannot therefore be considered in isolation from other impacts on the<br />

environment. For noise there are 3 key criteria that influence the<br />

determination of permit applications and BAT:<br />

■ underpinning of good practice<br />

■ noise levels should not be loud enough to give reasonable cause for<br />

annoyance to persons in the vicinity<br />

■ prevention of creeping ambient (often referred to as creeping<br />

background).<br />

<strong>The</strong> concept of reasonable cause for annoyance depends on many factors,<br />

including not just the noise level, but also the type and nature of the<br />

noise, the nature of the receiving environment, time of day or night etc.<br />

<strong>The</strong> Environment Agency Horizontal <strong>Noise</strong> Guidance H3 provides advice<br />

on the determination of BAT for noise and vibration<br />
