in the life of the community on an equal level with others due to physical<br />

and social barriers.’<br />

Disabled person A disabled person is someone who has an<br />

impairment, experiences externally imposed barriers and self-identifies<br />

as a disabled person.<br />

Easterly operations When aircraft make their final approach to land<br />

from the west, and take off towards the east.<br />

Easterly preference A mode of operation at Heathrow which would<br />

mean that aircraft would maintain easterly operations when there was a<br />

light westerly wind - only changing when wind speed became stronger.<br />

Emission A measure of sound emitted by a given source.<br />

EPNdB Effective Perceived <strong>Noise</strong> decibel; a metric used internationally in<br />

the noise certification of aircraft.<br />

Entertainment Management Zone (EMZ) An area where agencies<br />

work together to tackle issues associated with the evening and night-time<br />

economy. An EMZ can be designated in areas where there is a<br />

concentration of entertainment activities, or in locations where growth of<br />

entertainment uses is planned.<br />

Environmental noise <strong>The</strong> European Environmental <strong>Noise</strong> Directive<br />

2002/49/EC defines ‘environmental noise’ as ‘unwanted or harmful<br />

outdoor sound created by human activities, including noise emitted by<br />

means of transport, road traffic, rail traffic, air traffic, and from sites of<br />

industrial activity.’<br />

Environmentally Enhanced Vehicle (EEV) A potential new category,<br />

particularly for heavy vehicles, with quieter and cleaner engines, control<br />

of body rattle and other incidental noise, including loading/unloading.<br />

Equal energy principle Implicit in the L eq<br />

measure (see above) is that,<br />

within certain limits and in certain contexts, a smaller number of louder<br />

events, or a larger number of quieter events, may have similar effects in<br />

terms of human response.<br />

Evening Generally taken as the period between 1900 and 2300 hours.
