Box 57: 100 Public Spaces<br />

<strong>The</strong> Mayor’s ‘100 Public Spaces for <strong>London</strong>’ programme aims to<br />

demonstrate how existing networks of local public spaces can be<br />

enhanced, and to show how new public spaces can make real differences<br />

to individual quality of life, community vitality and <strong>London</strong>wide livability.<br />

<strong>The</strong> Mayor’s Architecture and Urbanism Unit is working with Transport for<br />

<strong>London</strong>, the <strong>London</strong> Development Agency and other partners on the first<br />

24 schemes and will continue to involve the functional bodies in realising<br />

other public spaces.<br />

Box 58: Outdoor Events and Festivals, and Fireworks<br />

For outdoor pop concerts, festivals and other events, the ‘Code of<br />

Practice on Environmental <strong>Noise</strong> Control at Concerts’ <strong>Noise</strong> Council,<br />

1995, provides guidance on noise levels for use in license conditions, or<br />

abatement notices. <strong>The</strong> Code acknowledges the tensions between the<br />

rights of organisers, performers and audiences, and local residents. ‘<strong>The</strong><br />

Event Safety Guide: a guide to health, safety and welfare at music and<br />

similar events’ Health and Safety Executive, 1999, covers noise exposure<br />

and risk of hearing damage, alongside other health and safety issues.<br />

<strong>The</strong> Fireworks Act 2003 enables the Government to impose a noise limit<br />

on fireworks available to the public; ban the use of fireworks during antisocial<br />

hours; license the sale of fireworks; allow local authorities to revoke<br />

the licenses of retailers; and create a compulsory training course for<br />

operators of public firework displays.<br />

<strong>The</strong> Mayor will urge <strong>London</strong> boroughs and others with responsibilities for<br />

open spaces and public realm management to consider the need for<br />

frameworks for managing soundscapes in open spaces and the wider<br />

public realm. Elements include noise mapping, measurement and attitude<br />

surveys, access to quiet, and exploring designation of Areas of Relative<br />

Tranquillity or Special Soundscape Interest.<br />

proposal 26<strong>The</strong> Mayor will work with others to develop and promote exemplary<br />

measures to improve soundscapes, including, where appropriate<br />

and practicable, as elements within the ‘100 Public Spaces for<br />

<strong>London</strong>’ programme.
