5 During consultation on this Strategy, a number of respondents expressed
a wish for targets. Different authorities have adopted a variety of values
in response to differing local circumstances. It was not considered an
effective use of resources to promulgate new values in this Strategy, only
for boroughs to, potentially, face further change in the near future in the
context of national strategy. This Strategy aims to work with boroughs
and Government to build agreement as far as possible on values, while
achieving practical improvements on the ground (e.g. Proposals 16-21
and Policies 90-94).
