5 During consultation on this <strong>Strategy</strong>, a number of respondents expressed<br />

a wish for targets. Different authorities have adopted a variety of values<br />

in response to differing local circumstances. It was not considered an<br />

effective use of resources to promulgate new values in this <strong>Strategy</strong>, only<br />

for boroughs to, potentially, face further change in the near future in the<br />

context of national strategy. This <strong>Strategy</strong> aims to work with boroughs<br />

and Government to build agreement as far as possible on values, while<br />

achieving practical improvements on the ground (e.g. Proposals 16-21<br />

and Policies 90-94).<br />
