<strong>The</strong> Mayor’s <strong>Ambient</strong> <strong>Noise</strong> <strong>Strategy</strong><br />

example, noise reduction notices could be served. Few zones were<br />

implemented, but powers remain available.<br />

<strong>Noise</strong> Action Statement Statement, to accompany ‘strategic referrals’<br />

(see below). It would specify the <strong>Noise</strong> Exposure Category or Categories<br />

(see Appendix A5, Table 9) into which the site fell; the noise issues<br />

considered, in terms of sources, levels, methods and assumptions; and the<br />

noise mitigation measures incorporated (for types of measures, see<br />

paragraphs 13-19 of Planning Policy Guidance Note 24, and paragraphs<br />

4F.22-26 of this strategy).<br />

<strong>Noise</strong> audit Systematic examination of a situation, building or proposal<br />

(e.g. traffic management scheme) to identify any noise and vibration<br />

implications and how best to mitigate them, or, where practicable, secure<br />

improvements (see also ‘Sound audit’).<br />

<strong>Noise</strong> and Number Index (NNI) an index formerly used to describe<br />

aircraft noise around airports.<br />

<strong>Noise</strong> and Track Keeping (NTK) system A computerised system for<br />

monitoring noise levels measured on site and using radar track data to<br />

identify aircraft which are not keeping within required limits. Due to<br />

changes in wind direction and other factors, aircraft cannot follow tracks<br />

perfectly. An aircraft would typically be counted as ‘off track’ if it was<br />

more than 1.5 kilometres either side of the nominal centre line of a <strong>Noise</strong><br />

Preferential Route (see below). In <strong>London</strong>, NTK systems are in use at<br />

Heathrow and <strong>London</strong> City Airports.<br />

<strong>Noise</strong> or sound environment This term is used to refer to the allencompassing<br />

experience of noise and/or sound in a place. It includes<br />

issues of context, meaning and sound quality as well as loudness.<br />

<strong>Noise</strong> map <strong>Noise</strong> mapping is the representation of acoustic data in a<br />

cartographical format. <strong>Noise</strong> maps are in most cases computer-generated<br />

drawings showing outdoor noise levels laid over a base of geographical<br />

information, such as building outlines and streets. <strong>The</strong>y typically show<br />

‘sound immission contours’ (see ‘immission’ above).<br />

<strong>Noise</strong> nuisance has been defined by the World Health Organisation as ‘a<br />

feeling of displeasure evoked by noise’. Statutory nuisance has a more<br />

specific meaning and is subject to legal action under the Environmental<br />

Protection Act 1990.
