<strong>The</strong> Mayor’s <strong>Ambient</strong> <strong>Noise</strong> <strong>Strategy</strong><br />
Express extensions to Terminal Five being completed. Future public<br />
transport links from the south remain to be resolved. It is important that<br />
Government ensures the provision of adequate funding for the<br />
implementation of public transport improvements vital to improving<br />
access, reducing traffic congestion and improving the overall<br />
environmental impact.<br />
4C.31 <strong>The</strong> Mayor supports the improvement of public transport access to<br />
<strong>London</strong> City Airport. Extension of the Docklands Light Railway is in<br />
progress. Airport Travel Plans and other measures need to continue to be<br />
vigorously pursued by airport employers to reduce the impact of private<br />
road vehicles in pursuit of overall environmental improvement.<br />

<strong>The</strong> Mayor and Transport for <strong>London</strong> will work with BAA/Heathrow,<br />
<strong>London</strong> City Airport Ltd, the Government and other stakeholders to<br />
improve public transport to and around Heathrow and <strong>London</strong> City<br />
Airports. This will require additional funding from Government, or airport<br />
operators, for this purpose. <strong>The</strong> noise impact of additional transport<br />
facilities should be included appropriately in the assessment process as<br />
schemes are brought forward, and cost-effective noise mitigation<br />
measures incorporated where applicable.<br />
Spatial planning and building insulation<br />
4C.32 For environmental reasons, it is desirable to limit the numbers of people<br />
affected by the operation of airports. However, as they become larger<br />
employers, and generate wider economic activity, airports tend to attract<br />
more people to live in their vicinity, together with other urban activities.<br />
UK planning policy 27 seeks to restrict the amount and location of noise<br />
sensitive development, including housing, hospitals and schools, around<br />
airports. <strong>The</strong> Mayor will, in appropriate planning applications referred to<br />
him, seek specific evidence on the action to be taken to address noise<br />
(see paragraph 4F.5 and Policy 70).<br />
4C.33 Relating development to aircraft routes presents choices. Should aircraft<br />
be contained to a small number of routes, to give developers and local<br />
communities a degree of certainty, and enable the numbers of buildings<br />
requiring insulation to be minimised Or should aircraft movements be<br />
dispersed in order to give communities some periods of respite PPG24<br />
states that: ‘Development plans should give developers and local<br />
communities a degree of certainty about the areas in which particular<br />
types of development will be acceptable and those in which special<br />
measures may be required in order to mitigate the impact of noise.’
