unless permission be first given by <strong>the</strong> mine foreman to have <strong>the</strong><br />

lamps used unlocked.<br />

Rule 10. No one, except a duly authorized person, shall have in<br />

his possession a key or any o<strong>the</strong>r contrivance for <strong>the</strong> purpose <strong>of</strong> unlocking<br />

any safety lamp in any mine where locked lamps are used.<br />

No lucifer matches or any o<strong>the</strong>r apparatus for striking light shall<br />

be taken into said mine or parts <strong>the</strong>re<strong>of</strong>.<br />

Rule 11. No blast shall be tired in any mine where locked safety<br />

lamps are used except by permission <strong>of</strong> <strong>the</strong> mine foreman or his assistants,<br />

and before a blast is fired, <strong>the</strong> person in charge must examine<br />

<strong>the</strong> place and adjoining places and satisfy himself that it is<br />

safe to fire su(;li blast before such permission is given.<br />

Rule 12. The mine foreman or his assistant shall visit and examine<br />

QYerj working place in <strong>the</strong> mine at least once every alternate day,<br />

while <strong>the</strong> men <strong>of</strong> such jjlace are or should be at work, and shall direct<br />

that each and every working place is properly secured by props<br />

or timber, and that safety in all respects is assured by directing that<br />

all loose coal or rock shall be pulled down or secured, and that no<br />

person shall be permitted to w^ork in an unsafe place unless it be<br />

for <strong>the</strong> purpose <strong>of</strong> making it secure.<br />

Rule 13. The mine foreman, or some o<strong>the</strong>r competent person or<br />

persons to be designated by him, shall examine at least once every<br />

day all slopes, shafts, main roads, traveling ways, signal apparatus,<br />

pulleys and timbering and see that <strong>the</strong>y are in safe and efficient<br />

working condition.<br />

Rule 14. Anj' person having charge <strong>of</strong> a working place in any<br />

mine shall keep <strong>the</strong> ro<strong>of</strong> and sides <strong>the</strong>re<strong>of</strong> properly secured by timber<br />

or o<strong>the</strong>rwise so as to prevent such ro<strong>of</strong> and sides from falling,<br />

and he shall not do any work or permit any work to be done under<br />

loose or dangerous material except for <strong>the</strong> purpose <strong>of</strong> securing <strong>the</strong><br />

same.<br />

Rule 15, Whenever a place is likely to contain a dangerous accumulation<br />

<strong>of</strong> water, <strong>the</strong> working approaching such place shall not<br />

not exceed tw^elve (12) feet in width, and <strong>the</strong>re shall be constantly<br />

kept, at a distance <strong>of</strong> not less than twenty (20) feet in advance, at<br />

least one (])<br />

bore hole near <strong>the</strong> center <strong>of</strong> <strong>the</strong> working and sufficient<br />

fiank bore holes on each side.<br />

Rule 16. No person shall ride upon or against any loaded car, cage<br />

or gun-boat in any shaft, slope or plane in or about a mine or colliery.<br />

Rule 17. Not more than ten (10) persons shall be hoisted or lowered<br />

at any one time in any shaft or sloi)e, and whcnc^ver five persons<br />

shall arrive at <strong>the</strong> bottom <strong>of</strong> any shaft or slope in which persons are<br />

regularly iioisted or lowered <strong>the</strong>y shall be furnished with an empty<br />

car or cage and be hoisted, except however, in mines where <strong>the</strong>re is<br />
