Kule 31. A charge <strong>of</strong> powder or any o<strong>the</strong>r explosive in slate or<br />

rock which has missed fire shall not be withdrawn or <strong>the</strong> hole reopened.<br />

Rule 32. A miner or o<strong>the</strong>r person who is about to explode a blast<br />

by <strong>the</strong> use <strong>of</strong> patent or o<strong>the</strong>r squibs or matches, shall not shorten<br />

<strong>the</strong> match, nor saturate it with mineral oil, nor turn it down when<br />

placed in <strong>the</strong> hole, nor ignite it except at its extreme end, nor do<br />

anything tending to shorten <strong>the</strong> time <strong>the</strong> match will burn.<br />

liule 33. When a workman is about to fire a blast he shall be careful<br />

(0 notify all persons who may be in danger <strong>the</strong>refrom, and shall<br />

give sufficient alarm before and after<br />

igniting <strong>the</strong> match so that an;^<br />

person or persons who may be approaching shall be warned <strong>of</strong><br />

danger.<br />

Kule 34. Before commencing work and also after <strong>the</strong> firing <strong>of</strong><br />

every blast, <strong>the</strong> miner working a breast or any o<strong>the</strong>r place in a mme,<br />

shall enter such breast or place to examine and ascertain its condition,<br />

and his laborer or assistant shall not go to <strong>the</strong> face ot such<br />

breast or place until <strong>the</strong> miner has examined <strong>the</strong> same and found it<br />

to be safe,<br />

Kule 35.<br />

No person shall be employed to blast coal or rock unless<br />

<strong>the</strong> mine foreman is satisfied that such person is qualified, by experience<br />

and judgment, to perform <strong>the</strong> work with ordinary safety.<br />

Rule 36. A person who is not a practical miner shall not charge or<br />

fire a blast in <strong>the</strong> absence <strong>of</strong> an experienced miner, unless he has<br />

given satisfactory evidence <strong>of</strong> his ability to do so with safety, and<br />

has obtained permission from <strong>the</strong> mine foreman or person in charge.<br />

Rule 37. An accumulation <strong>of</strong> gas in mines shall not be removed<br />

by brushing where it is practicable to remove it by bratdce.<br />

Kule 38. When gases ignited by blast or o<strong>the</strong>rwise, <strong>the</strong> person<br />

igniting <strong>the</strong> same shall immediately extinguish it, if )»ossible, and<br />

notify <strong>the</strong> mine foreman or his assistant <strong>of</strong> <strong>the</strong> fact, and wori
