Section 5. It is provided fur<strong>the</strong>r, tliat where two or more mines or<br />

collieries are located within one mile <strong>of</strong> each o<strong>the</strong>r, or <strong>the</strong> ambulance<br />

is located within one mile <strong>of</strong> each colliery, but one ambulance, as<br />

aforesaid, shall be required, if <strong>the</strong> said mines or collieries have ready<br />

and quick means <strong>of</strong> communication, one with <strong>the</strong> o<strong>the</strong>r, by telegraph<br />

or telephone.<br />

Section 6. An ambulance, as aforesaid, shall not be required at<br />

any mine or colliery at which less than twenty (20) persons are employed.<br />

Section 7. In case <strong>the</strong> distance from any mine or colliery to <strong>the</strong><br />

place <strong>of</strong> abode <strong>of</strong> <strong>the</strong> person injured, is such as to permit his conveyance<br />

to his home or to an hospital more quickly and conveniently<br />

by railway, such mode <strong>of</strong> conveyance shall be permitted, but in such<br />

case <strong>the</strong> conveyance must be under cover and <strong>the</strong> comfort <strong>of</strong> <strong>the</strong> injured<br />

person must be provided for.<br />

Section 1.<br />

ARTICLE VIII.<br />

Certified Mine Foremen.<br />

It shall not be lawful, nei<strong>the</strong>r shall it be permitted, for<br />

any person or persons to act as mine foreman or assistant mine foreman<br />

<strong>of</strong> any coal mines or colliery, unless <strong>the</strong>y are registered as a<br />

holder <strong>of</strong> a certificate <strong>of</strong> qualification or service under this act.<br />

Section 2.<br />

Certificates <strong>of</strong> qualification to mine foremen and assistant<br />

mine foremen shall be granted by <strong>the</strong> Secretary <strong>of</strong> <strong>Internal</strong> <strong>Affairs</strong><br />

to every applicant who may be reported by <strong>the</strong> examiners, as<br />

hereinafter provided, as having passed a satisfactory examination<br />

and as having given satisfactory evidence <strong>of</strong> at least five years' practical<br />

experience as a miner, and <strong>of</strong> good conduct, capability and sobriety.<br />

The certificate shall be in manner and form as shall be prescribed<br />

by <strong>the</strong> Secretary <strong>of</strong> <strong>Internal</strong> <strong>Affairs</strong>, and a record <strong>of</strong> all certificates<br />

issued shall be kept in his department.<br />

Section 3. For <strong>the</strong> purpose <strong>of</strong> examination <strong>of</strong> candidates for such<br />

certificates, a board <strong>of</strong> examiners shall be appointed in each <strong>of</strong> <strong>the</strong><br />

inspection districts provided for by this act. The said board shall<br />

consist <strong>of</strong> <strong>the</strong> district inspector <strong>of</strong> mines, two (2) practical miners<br />

and one owner, operator or superintendent <strong>of</strong> a mine. The said inspector<br />

shall act ex-<strong>of</strong>ficio, and <strong>the</strong> said engineer and owner, operator<br />

or superintendent shall be appointed in like manner and at <strong>the</strong> same<br />

time as <strong>the</strong> boards <strong>of</strong> examiners for candidates for mine inspectorship<br />

under this act are now appointed. The said board shall act as<br />

such for <strong>the</strong> period <strong>of</strong> one year from <strong>the</strong> date <strong>of</strong> <strong>the</strong>ir appointment.<br />

Meetings <strong>of</strong> <strong>the</strong> board may be held at any time, and <strong>the</strong>y may make<br />

such riiles and conduct such examinations as in (heir judgment may<br />

seem proper for <strong>the</strong> purpose <strong>of</strong> such examinations. The said board
