As indicated in the ODOT Cordon Survey documentation, to avoiddouble-counting external trips a factor of 0.5 is applied in addition to all the expansion factors.Furthermore, the MVRPC update factor discussed in Section 8.2.1 was applied as well to ensurethe external-external trip table reflects the most accurate traffic counts available.
